Frederick W. “Rick” Schutz has over 27 years of expertise in a broad range of Federal Government contracting and legal issues. Mr. Schutz has extensive personal experience on all Government Contracts issue areas, including complex contract compliance, FAR/DFARS requirements, claims, Bid Protests, Requests for Equitable Adjustments (REAs), Disputes, Export/ITAR (including Commodity Jurisdictions requests), Teaming issues (both GSA and prime/sub), Small Business issues, SBA programs and requirements (including the 8(a) program), terminations, subcontracting issues, Non-Disclosure/Non-Compete issues, GSA Price Reductions Clause issues, and preventive policies and procedures. As General Counsel for a privately held company, Mr. Schutz also has extensive experience on all business legal matters, with the most frequent issues related to employment law matters and compliance, international issues, Corporations law, intellectual property, and commercial contracts.  Mr. Schutz has also authored an extensive “Purchasing Manual” and a robust “Contracts Guide” that directly resulted in the client receiving Defense Contract Management Agency (DCMA) approval of its purchasing system (CPSR) for all Federal contracts. Mr. Schutz has drafted numerous policies and processes, forms, prime contract flowdown documents, Sales contracts terms and conditions, an easy to use set of templates for various subcontract types, Non-Disclosure Agreements, Teaming Agreements, Reseller Agreements, License Agreements, Joint Venture Agreements, Manufacturing Agreements, international subcontracts and agreements, Master Services Agreements, Non-compete Agreements, and SBA approved Mentor-Protégé Agreements.  Mr. Schutz also drafted a multi-chapter primer plus a simpler guide on Intellectual Property (trademarks, copyrights, and patents) for the non-lawyer.  While employed with the Boeing Company over a 23 year career, Mr. Schutz prepared and negotiated a high volume of proposals, with values up to and over $1Billion on programs as diverse as the V-22, Joint Strike Fighter (Engineering and Manufacturing Development), Unmanned Aerial Vehicles, Air Force One, and NASA’s Space Shuttle.  Mr. Schutz is also an adjunct professor for the University of Maryland University College and the University of Phoenix in the business curriculum.
