James Carr, Esq.

Of Counsel

James M. Carr is an attorney in The Law Offices of Baldwin, Briscoe, Steinmetz & Ohri, P.C. He joined the firm after a 32-year career of military and civilian federal service, and was most recently the Counsel at the Naval Air Warfare Center – Aircraft Division (NAWC-AD), where he oversaw a staff of approximately 20 attorneys and paralegals.  Prior to NAWC-AD he was Counsel for the Defense Logistics Agency – Europe after serving as DLA’s lead environmental counsel at DLA Headquarters in Alexandria, Virginia.  He was a civilian attorney with the U.S. Army Contracting Command in Frankfurt, Germany and served four years as an active-duty Army Captain in the JAG Corps.  Over his career his areas of practice have included government contract law, environmental law, intellectual property law, ITAR issues, compliance issues, and many similar matters.

At Baldwin, Briscoe, Steinmetz & Ohri, P.C., Mr. Carr brings his experience to the firm’s government contracting and business law practices.  Drawing on his long career working for the government, he combines a wealth of practical experience with intimate knowledge of the legal facets of government contracting.

Mr. Carr has a Masters of Environmental Law with an emphasis on Government Contract Law from George Washington University and graduated from the University of Maryland School of Law in 1980.  As a member of the Class of 1978, he graduated from Johns Hopkins University with a Bachelor’s of Science in Social and Behavioral Science.  He attended Johns Hopkins on a four year ROTC scholarship.

Mr. Carr lives in St. Mary’s City with his wife, Judy.
