James Carr, Esq.

Of Counsel

James M. Carr is an Of Counsel attorney of The Law Offices of Baldwin, Briscoe & Steinmetz, P.C. He joined the firm after a 32-year career of military and civilian federal service, and was most recently the lead attorney at the Naval Air Warfare Command – Aircraft Division (NAWC-AD), where he oversaw a staff of approximately 20 attorneys and paralegals.  Prior to NAWC-AD he was a counsel for the Defense Logistics Agency in Europe and elsewhere.  Over his career his work has included contract review, patent review, ITAR issues, compliance issues, and many similar matters.

At Baldwin, Briscoe & Steinmetz, P.C., Mr. Carr brings his experience to the firm’s government contracting and business law practices.  Drawing on his long career working for the government, he combines a wealth of practical experience with intimate knowledge of the legal facets of government contracting.

Mr. Carr graduated from the University of Maryland School of Law in 1980.  As a member of the Class of 1976, he graduated from Johns Hopkins University with a Bachelor’s of Science in Social and Behavioral Science.  While at Johns Hopkins he was a member of the Tau Epsilon Phi fraternity and ROTC.

Mr. Carr lives in St. Mary’s City with his wife, Judy.
